Today’s bill package, combined with four housing bills signed earlier this month, create a robust 31-bill housing package that touches on all four key areas – all complemented by budget investments Governor Newsom included as part of his California Comeback Plan. It also contained a measure to help pave the way to selling off frozen Russian sovereign assets to help fund the Ukrainian war effort, and a new round of sanctions on Iran. The Senate is expected to pass the legislation as early as Tuesday and send it to President Biden’s desk, capping its tortured journey through Congress. After months of delay at the hands of a bloc of ultraconservative Republicans, the package drew overwhelming bipartisan support, reflecting broad consensus.

California lawmakers approved legislation on Monday to expand a housing law that has led to the construction of thousands of new homes, despite initial opposition from labor unions and environmental groups. Each portion of the package — which was broken down into separate bills — received bipartisan support. A majority of Republican members — 112 — voted against aid to Ukraine, with one member voting "present." Thirty-seven Democrats voted against aid to Israel. The legislation includes $60 billion for Kyiv; $26 billion for Israel and humanitarian aid for civilians in conflict zones, including Gaza; and $8 billion for the Indo-Pacific region.

The House of Representatives has voted to pass a $95 billion foreign aid package that includes funding to Ukraine, Israel and Taiwan. The bills are expected to be packaged together and sent to the Senate, which will have to vote on the whole legislation to send it to Biden's desk to sign into law. McConnell and Senate Majority Leader Chuck Schumer, D-N.Y., are outspoken proponents of the foreign aid provisions in the package. President Joe Biden and Senate Minority Leader Mitch McConnell, R-Ky., lauded the House for passing the bills Saturday, with Biden saying in a statement that a bipartisan group of lawmakers voted to "send a clear message about the power of American leadership on the world stage."
Areas that could see new multifamily housing projects under SB 423 include wealthier coastal locations such as Carmel-by-the-Sea, Malibu, Santa Monica, Venice, western San Francisco and San Diego. Other roadblocks included opposition from environmental groups, which raised issues with parts of the bill that would allow construction in certain coastal and wildfire zones.
